Starter still intermitent after cleaning terminals

I cleaned the battery connections and brushed with a wire brush, re-secured and i am still getting a click. again, if i keep turning the key once or twice more, it usually spins into action. Then, it will work fine for most of the day, running errands, etc. Then, suddenly it will hit what seems like a dead spot and the process starts again. So far, it always starts after a couple of tries.

what's going on here? do you think it is a bad starter or something else. The battery volts reads 12.42 and sometimes higher. It is also new and reads strong under load testing.

pls advise.

Paul, what makes you think it is the relay vs. the starter? I was thinking the starter had a bad or sticky spot that only got hung up occassionally. Is the relay something that can be cleaned (contacts/terminals) or is it likely something that should be replaced? i suspect much less expensive than the starter.
