green stuff oozing

what is the green stuff oozing out of my oil heater

I am taking a guess here, But I bet you have pre 2002 model with green coolant. So I would bet that the coolant is weeping through and the ooze is the coolant mixed with the putty sealing the hole where the heating element enters the block of the motor. The block heater actually heats the water in the block, thus also heating the oil and rest of the engine too. Honestly I would have this corrected before it blows out like a freeze plug does and leaves the motor without coolant and stranded, possibly causing so expensive repairs.
