Blew fuse 13

Pulled the IPR today. had to loosen the fuel filter housing, put it all back together, went to start it, NO glow plug wait to start light. Checked fuses, # 13 blew, put a new one in, blew again.
What did I do now?

It was fuse 22, and a shorted out fuel heater. Took it out and all is well.
