The third brakelight is driven directly from the brake pedal switch. So if the lower rear brakelights work, then the brake switch is ok, and you are probably correct, you might have a wiring problem or a socket/bulb problem.
Check to see where the wiring leads go. On my older truck, they run down the rear of the cab, and come out behind the driver's side seat in the floor. They then run under the door sill rocker panel cover on the driver's side. This is a very good place for wires to get damaged.
