I wouldn't rev a 400 past 4500. It's not worth the risk of blowing it.

You can make a 400 rev but it's hard. With all my mods I don't go much above 5,000rpm. With good rod bolts and balancing the mechanicals should be good to 6,500rpm in my opinion. The real bueaty of this engine is the mile wide torque band you can obtain with the right parts.
