Bent or broken latch mechanism. There are a series of steel wires, catches and latches behind the plastic mouldings around and under the base of the seat. I'd start looking for something that looks bent or sheared off or a spring that may not be in place to pull a catch back into position. You can use the passenger seat as a reference for what should be "right" (assuming that it works properly).

Why not start looking for something better? IMO the stock Bronco seats suck. A field trip to the junkyard should be just what the doctor ordered.
$60 for the pair. Despite the lack of armrests, they are very comfortable, and I managed to retain the stock Bronco sliders.

Well I found the problem today. I took off plastic cover nothing was wrong there, so I pulled the seat cover loose and pulled it up on the side I thought was the problem and half a bolt fell out. The top bolt in the bracket that attaches to the seat frame and the latch mechanism sheared off. I guess maybe it had started backing out over time and it snapped off. $2.98 for the bolt but now I have to figure out how to get the rest of the thing out of the seat frame.
