starter problem

starter problem
starter just turns over with out the ignition wire and starter wire hooked up only the batteries wire are hooked up from the battery to the solenoid from the solenoid to the starter and the neg battery cable is grounded i moved the ground from the bell housing to the engine block bolt holding the engine to the engine mount.
