98 5.0 No Start
When trying to start, the engine fires, but will not run. It acts like it's not getting enough fuel. Suspect fuel pump. I can't hear the pump run when the key is switched on. It's my Dad's Explorer and I'm not sure if you can normally hear the pump run. I can hear the fuel pump relay click. Just filled the tank up with fuel. Can anyone suggest troubleshooting steps? How do I drain the fuel tank if it's a bad fuel pump?

Ususally you can hear the pump run for a couple of seconds after turning the switch on. If you want to confirm it, you could have someone else turn on the switch while you listen near the tank. If it's not running at all, I'd suggest checking the wires and plugs near the tank to make sure all connections are OK. If it's running a little bit but not making pressure, it may be the pump, or it's possible to be a plugged fuel filter. The filter is cheaper and easier to change as a first step. If it is the pump, draining the tank may be a pain. You'll probably have to siphon it out unless you could make the pump run enough to pump it out using a hose snuggly fitted to the fuel line.
Check the fuel pump cutoff switch, then the maxi fuse under the hood for the fuel pump. You can check for fuel line pressure at the fuel rail, push the schrader valve. Looks like a metal tire valve (be careful, you might have pressure). Like Jerry says, you should hear the pump hum for a second or two after you turn the key.

Checked the schrader valve and no fuel present. Disconnected the fuel filter and still no fuel present when key turned on. Turned out to be a bad fuel pump. Replaced the pump and the Explorer runs great. The dealer wanted $600 to replace the pump. Local auto parts store had a pump for $100. Saved $500...kept us busy on a rainy afternoon?
