ok thanks to all replied, obviously the funny suggestions like changing vin numbers results in a lengthy jail term if caught, Farm plates although i am ag, only allows you to travel to certain areas, legally just fines no jail time.
as far as moving to ohio or other states, boys these are federal laws, states will have so much time to implement, else federal funds will be with held from the states... so its coming your way.
just in case you guys didn't know there was, is a push to take all cars, includes classics, antique pony etc. off the road, via emission and safety standard. CCA protested and law now on hold.
Now anther thing NYS has a law now, you may not have ANY unregistered vehicle on your property,unless in a building, this also applies to tractors, dozers, etc. unless zoned ag.
any ways, i looked at the emission diagram and think i can put system back. But need help in identifying some of the acronyms, seems a lot of the parts are there but some are missing. anyone can help? don't have list with me but will post.

did you know in NYS you cannot legally replace the drivers side door....i gota move outa this state
If it is illegal to change vin number on a fram, then you would have to change the whole frame. I recall a discussion with the state emissions person for Ft. Collins, Colorado, and it seems they said if the frame was original and old enough, you could put any body or engine in it you want, and be exempted. At least that's how I remember it two years later.
Greg, you really are making this out to be harder than it really is. Just get the 64's title and number and your problems are over, just like Paul just explained. The other thing to remember about motor vehicle laws is that they are just that, motor vehicle laws. A truck does not become a motor vehicle until you buy a title for it, with only a bill of sale, it is just a truck. If they are not titled, pickup trucks, automobiles, bulldozers or what ever need no plate at all. I think you should be studying your state's constitution and motor vehicle codes. Don't rely on what some cop or emissions tester tells you, learn for yourself. DF

I don't understand how i can get a 64 title and apply it to 1986 truck? I thought it was a joke? still do. any change to the vin # and its jail time, and with out the VIN no new title as i understand it. please correct me or point me in the right direction.
It dosen't make sense to me either. I would think you would have to have the actual '64 frame in your vehicle.
Now to blow off some steam: While I drive a stock vehicle and in Michigan we don't even get tested, I find it maddening that these regulatory bozos have to cause so much trouble for the few who want a custom vehicle. The exemptions should be simpler that they are. In fact, why test at all when the cars manufactured in the last 5 or 10 years are all so much cleaner running than the older cars. I bet most newer cars pass anyway, so it is a waste of money and time to do all this testing.
