I had a similar problem on my 79 F350. I have a short in the ingiton switch, so I bypassed it with a toggle so the alternator could charge the battery while driving, and flip it off when I'm not driving to prevent a draw. Now I got my hands on a perfect ingition switch.
I found a good way to test the ingiton switch. If you turn the key to ON and the fasten belts light doesn't come on, check the igniton switch. When I found the wire that caused the short, I powered it and the fasten belt light came on then went out after a couple of seconds. That was weird.
