Sounds like some rings are stuck and it's getting massive blow by, ie: compression is escaping past the rings into the crankcase and thus blowing out the breathers.

could this be caught by a compression test? and if so what is a good range for the 360?

If all cylinders are within 15 percent of each other it should be OK. Overall psi is not as inportant. But you do want more than 100.

Check your PCV valve, it could be bad.

PCV GOOD! It helps keep deposits inside the crankcase to a minimum.

It's not unusual for a motor to smoke a little after sitting. Should clear up when the rings re-seat. Some ATF or MMO in the oil will free any gummed up parts.

So basically, he needs to hook up a working PCV, then drive the thing around on a regular basis.

No PCV to suck the smoke and fumes out of the crankcase it is gonna smoke out the breather, everytime all the time. In the old days before PCVs there was a road draft tube that created a suction as you moved down the road and pull the fumes out. Without something to purge the crankcase you will have what you have.

Pull the plugs and pour about a tablespoon of Marvil Mistery Oil in each cylinder. Let set overnight. Turn it over, still with the plugs out. Put plugs back in and start. It will smoke for a while, till it burns the oil out. If the rings are stuck this should help. If it still smokes I would say the rings are worn out. Blowby is caused by compression gases going by the rings and being forced out the breathers. PVC or not excessive blowby is a sign of worn rings.

The oldies without the PCV had a mesh oil separator on the bottom if the intake that could get coked up. It would stop the road draft tube from (drafting?) getting any flow from the crankcase. Real PITA to take that anvil intake off to clean. also hard to clean unless you have a hot tank. I am ignorant of when they stopped putting the separator on, but the PCV came into use around '63. I think.
