Did you see any water when changing the filters ? Check your lift pump for leaks and proper operation . What did you have to do to get it running ?

take a look around the lift pump and see if its wet from the weep hole. sounds like fuel supply to me ... lift pump, stand pipe inside the tank? does it do this on both tanks or just one ? You could use a hose from an old bicycle pump to hook to the shrader valve on the filter to a container to see if the supply is steady. hope its an e z fix for you.

Well you do not have a year posted in your signature, but if there is less than 1/3 tank you could be suffering the broken fuel pickup syndrome. The tank sender/pickup has a tendancy to break or fall off, thus you will get surging at or below 1/4 tank with hard starts due to no fuel ....... Fill the tank(s) see if the problem dissapears until you get down to 1/4 tank again.

there was no water or even dirt in the filter,it was replaced about 2month ago ,had to crank with the shrader valve open until it filled the filter ,then cracked the injector lines to bleed it off ,she ran like crap comming home.it acts the same on both tanks ,also they are both new along with the pickups.it acts the same way it did before i installed the return kit lines orings clamps.except itserges ---no i did not but gas in the tank. i will check the pump ((((((((((Lift))))))))

I'm leaning towards lift pump . How do all the fuel lines look around the tank switching valve ?

Sounds like air in the system. When was the last time the fuel return lines from the injectors was changed. My problem was there. Didn't leak fuel out - just air in.
