1999 E150 Wont Idle

1999 E150 Wont Idle
I have a 99 E150 that will not idle when it is cold or hot, it will die if you let off of the pedal when slowing down. I have checked and there are no codes up.
I was wondereing about the IAC, can anyone tell me where it is located and what it looks like, And how to clean it, or offer other info on what the problem might be.

It is located where the throttle butterfly valve is, inside a block between the big air hoses and the intake manifold.
I saw somewhere that they don't recommend trying to clean it. I don't know how true that is though.
