idle surge

I just installed a new motor/trans on a 94 f350 460 and I am having problems with an idle surge(about 600-800), at first I thought it was a coolant temp sen. but that didn't help, also replaced the iat, cleaned the iac, there are no vacuum leaks(check with propane), the egr is functioning, timing is set at 10 btdc all new ignition except for distributor, fuel filter, new adj. regulator. Any help is much appriciated.

anyone have any clues,
checked the tps- .93v
put on the iac adjustable spacer, no change

Code 41 - HEGO sensor circuit indicates system lean
Check the fuel pressure.

fuel pressure is at 41 psi and no bleed off. I pulled the egr and it hold pressure, and opens fine. I guess next I'll try an o2 sensor.

What is no beed off?

bleed off, pressure dosen't lower after the fuel pump is off.

Recheck the injectors and spark plug firing order sequence..

I replaced the injectors with accel 24#'s that I had for another vehicle, firing order is correct, the idle still surges and stays high for a minute after driving then drops. When it is cold, the idle is rough and gets a little better after warming up

HEGO (heated exhaust gas oxygen) Sensor http://www.ngkspark.com.au/tech_inde...sors_index.htm

What temperature size of thermostat did you install, make sure it's the correct temperature size for your engine to run correctly.

Check injectors with a stetoscope, or some other type of listening device, make sure that all injectors are opening, or clicking.

Recheck your vacuum and verify that all vacuum was installed as per vacuum schematics for your engine. Check for vacuum leaks.

Verify you don't have a bad spark plug wire or spark plug.

Check the condition of you catalytic converter for restrictions.

I replace the hego sensor with a new one(not a universal)
therostat I have tried a 195 and 180, no differance
injectors where all flow tested, and all are working
all sparkplugs look great, there are no ignition misses
vacuum lines have been checked at least 5 times and can't find any leaks
the idle I set according to the directions on the iac spacer(.002 then 1/2 turn)
and I check the cat before installing the headers

the idle jumping up and down haas pretty much gone away with the spacer for the iac, now it runs rough when cold and the idle stays high for a minute after driving and putting it back into park from gear.

Check all ground connections on engine and on body around engine compartment. Recheck all electrical connections for good contact or damaged wires.

there is only the main ground on the block from the battery and one on the back of pass. side head. also I have cleaned the connections with contact cleaner, the only one I couldn't get apart was the main harness on the driverside fenderthat goes to the engine

Check for vacuum leaks at the intake(s) (upper and lower).
Verify that the EGR is not leaking at idle?

the intakes are fine, the only place there was a change was around the holes on the bottom of the egr, from reading other posts on here that is normal, correct?
