1988 E-250. Can not Start.
Unlike a carb. vehicle, EFI needs at least 35+ amps to run. I know my little Bronco II drew about 35 amps just idling when I put it on a meter. If you take a EFI vehicle on the road with a dead alt. you usually can't make it to 40 mph without sputtering and dying because of the draw.

I would go with #2. Many people have the attitude "its new and in the box so it can't be bad" and assume you are stupid and wasting their time. I have had rebuilts that are bad right out of the box and if I have to drive any distance back to the car I have it tested (alt and starters) in the store while I watch to make sure it is done right. Kind of funny when two "new" ones fail in a row inside the store.
In the fwiw department, I never had a Ford RMP bad out of the box and I sold hundreds of those while working a Ford parts department.
A lot of counter help have no clue how to test it, so they hide somewhere come back and say its good.
re:relays
In the FWIW department, besides being damaged from bouncing around, if they are not mounted so the prongs are facing down, they can fill with water or condensation (even if potted) and damage the coil/magnet inside and prevent it from switching the 12V through.
In the FWIW department, it is normal on newer Fords (and others) for the alt, starter, fuel pump, and relays to go bad if they sit not running for any length of time. Then you always have rodents that like to make nests and chew wires to make it worse.
