tach not working correctly

My brother has a 92 ranger V6 that the tach stays at 3700rpm and when you rev the engine over that it seems to follow the rpms. What should I look at to get the tach working correctly throughtout the whole rpm range? Thanks for any help, I'm Stumped. Everything on this truck is stock.

I would try hooking about another tach to the same signal wire to see if it's the gauge, I'm think it's the problem.
