I can't answer for the 2001 models, but the older Rangers (and other Ford models) use a simple switch. When the switch is made (at greater than 7psi), a constant voltage goes to the gauge, causing it to move from zero to some mid-range point. It uses a resistor to limit the voltage, which keeps the gauge from pegging at the top end. In other words, it's basically an idiot light circuit, but it displays as a gauge, not a light.
If you have a pressure sensor (vs. a pressure switch) all the above doesn't apply. I would look at replacing the sensor to start with.

I had to replace the oil pressure sender on my 99 Mazda B3000 because it wouldn't show pressure for about a minute. The dealer said that they had a different one now. I would be a little concerned that it is going up and down though. The sender would be the first thing I would do and be sure the connection is good.
