Short block is the block, crank, rods, and pistons properly installed. That's it.
Long block is a short block with the heads installed. No valve covers, accesories, oil pump, oil pan, or manifolds.

A word of caution...
Some shortblocks can come with a cam or lifters...mine did...there are minor variations between companies who offer these items.
One thing is certain, a short block does not have heads, it's just the rotating assembly installed in a block and ready for you to start finishing off assembly. The long block will come mostly complete, with minimal parts to install in order to finish assembly. Most often, the motor is completle from oil pan to valvetrain/heads, with your choice of intake manifold/distributor, and valve covers. There are long blocks that come complete almost turn key, with some of those parts installed...so when browsing, be sure to be familar with the details of what comes and does not come with a particular short/long block you're looking at.
