I'd never experienced this kind of Current draw before.
When I crank the engine the Battery cables get so hot they smoke. Even the Start Relay's burn!!!! I had three of them. I finally had to take one apart and sand the Contacts to get it to work.
It's cooked the Ignition switch too. I replaced the Switch part, but it looks like It's in need of the Plastic Connector on the back of the switch as well.
I replaced the Battery Cable end's as well.
I've just put new Rings, bearings, Cam Shaft, Cam Bearings and lapped the Valves in this engine. It has a new starter from AutoZone.
I've turned it over with a Ratchet and it's Pretty free.
I hate to be the master of the obvious, but you have a short somewhere and I have a donut to your cookie that it's in the starter. Just because it's new or rebuilt doesn't mean it was done right! Read my story in conversation.
I would have auto zone test the starter. but if you just rebuilt the engine then MAKE SURE that ALL of the grounds are clean and connected properly. and even add a couple while you are there.
