64 Ford 390 low RPM

I have a 1964 with a 390. I can't get the RPMs up. I've had the carb rebuilt. Thr truck has an electric fuel pump with an inline filter and regulator. Someone told me it might be the governor, but others disagree. Any light you can shed on this would be appreciated.

Welcome to FTE!
Are you talking about idle rpms, or it won't rev at all?

It will only rev a little bit anytime. And thanks for the welcome. Nice to be here.

It sounds like either the timing is way off, or the carb isn't getting more than a trickle of fuel. I would check both the timing and the fuel delivery, it could be that the pump is way to small.
