You can bondo the holes, but they will crack at their perimeters if not done correctly. Here is a technique I have had some decent luck with;
'Dimple' the hole first from the front (the side you will see), creating as small 'crater' around the hole at least an 1/8" deep and twice the diameter of the hole. Next, I like to use two small pieces of fiberglass cloth along with some resin, and 'sandwich' the hole both front and back. Next, after the resin has set, sand-off (again, on the front side) any additional cloth and resin that may be protruding out of your small crater. When complete with this stage, you should still be left with slight depression where the hole was. You may now at this point, bondo or spot putty to complete the repair.
Or, just cut out the bad section, hammerform a piece of thin steel, and have an all-steel dash. Welding on the inside makes for less grinding, and better appearance on teh outside. And your bondo skimming over that is minimal.
