There was no design plan for a '98 model. Originally it was slated for the chopping block at the end of the '94 model year, but was saved by van enthusiasts (I guess that is what you would call us.) And the competition of the Astro. So the kept it for a couple years with minor changes to the drive train which coincided with the Ranger/Explorer so it cost little to Ford to do it. For '98 they Would have to re-design the dash, front impact, ect and Ford did not think it was cost worthy with their might Windy up for sale. Too bad, but at least when they were in production Ford made a ton of them.
Actually, I was told by the AWD system head engineer (whom we now work on other projects) that there was a restyle program to give it a "mini-Econoline" look. Apparently, it was a nice update, he was quite disappointed when the plug was pulled. That, obviously, got canned too, but I guess at least someone within Ford was working on it.
I'm trying to do a few updates to my 95 by adding rear sensor,DVD player and 17" or 18" wheels. So far its going good if only my custom grill and lights come out ok. Try for the look of the newer Fords

Your on the head. They were going to make a mini ECO for 96. My BiL works for Ford design. Ford still gets calls for a new rear wheel, larger mini van.
