91 bronco trouble

91 bronco trouble
i have a 91 4x4 bronco with a 351. sometimes it will fire right up and run good, and sometimes when you turn the key on you hear the relays under the hood making a funky sound, when this happens the truck will not start. and there seems to be low fuel pressure at the fuel rail. the fuel pmp has been replaced, as well as the relays. any ideas?
