I cut the access hole. I had initially screwed the new plug into threaded CARBON. The threads in the head start 1/2 " deep or more into the plug hole. Above this was a solid coating of carbon that had formed in the outline of the old plug threads. Pieces of this carbon were loosened and were fouling the theads in the head to the point the new plug wouldn't screw in. The old plug must not have been tightened down, explaining the little stumble, and allowing the carbon buildup. I cleaned out the plug hole and threads an voila! Now I have to replace the insulation, sheet metal and carpeting. The joke is on me. Lesson learned.
For those that this may help, and I hope you don't need it. A 2" holesaw centered about 1 1/4" directly below the lower front corner of the doghouse latch should get you about where you need to be.
