89 E350 front brakes doing all the work

It feels like my front brakes are doing all the work. I've noticed the front wheels lock up, especially when on dirt or gravel. Along with this, it seems like it's taking further to brake when on pavement. There has been no recent work done on the brake system. the shoes (rear) were replaced a couple years ago, and have maybe 15,000 miles on them. The front are disks. Fluid level is fine. What I'm looking for is some guidance for systematic troubleshooting of the problem. For all I know, it may just be the rear shoes need tightening - or it could be the proportioning valve. Could be other things. Anyone care to offer suggestions?

Start by taking all the wheels off and checking for fluid leaks and other problems. Make sure the wheel cylinders aren't frozen by pushing the shoes left to right. It would be a good idea to bleed all the old brake fluid out if it hasn't been done in a while. A shop can do it much quicker than the pedal pump method, but will charge about $50 for it.
