If you have the cruise and of course the horn on the steering wheel, then the most likely cause it what they call a clockspring, that is in behind the steering wheel. This thing sends the electrical signals to the steering wheel, while still letting the steering wheel rotate. After awhile they break.

Question Electrical problems

Is the clocksprings easy to change out or is it's better to take to a repair shop. Where is it's locate in the steering wheels.

Here's a procedure for taking the steering wheel off.

I have never replaced the clockspring, but from the description of other guys who have done it, it's pretty simple once you get to it. The hard part is getting the steering wheel off.
