The only rust on my '68 is along the outside seam of the bed, front to rear, both sides (see pics in gallery). I know I need to get in there with a wire brush wheel or flexible grinder attachment, but then what? Are there any chemicals or sealers that will prevent the rust from returning?

There is supposed to be a line of body joint sealer in the crevice. Usually when these trucks get repainted, cheaper companies "forget" to re-do the sealer. On my 70, I'm going to sandblast the area, re-apply the sealer, and then paint over it.
if you decide to blast be ready for alot of surprises i scraped and dug out all the old sealer to get ready for body work thought blasting was the way to go man i blew more holes that cleaned area i not a body guy and when i take it to a body shop they tell me find a bed just something to think about when you start blasting there no turning back
