next question is whats your idea of performance? if you looking at a 400-450hp engine you won't need $5k. Otherwise I would say either port the D3 heads that should be on that engine put in a set of small dish pistons, deck the block to zero deck for quench, run a good cam, and intake combo with headers and a properly sized carb and no problem.
Or if you want to spend the 5k then go with a stroker like a 514 or 521 (stroker kits around $1400 are easy to come by) then put in the good cam, and have someone work over your heads or better yet if your not afraid of alum heads buy a set of TFS street heads, med hyd roller cam, edelbrock performer rpm or victor intake and 500+hp shouldn't be a problem and the 5k budget won't be busted or atleast not to badly
