I asked the same question - though not about the outside of the intercooler, but about the inside where oil from the CCV tends to collect.
It was suggested to remove the intercooler, take it to a radiator shop and have them clean it out. Then, after it is clean, have them pressure test and fix any leaks. Apparently, small leaks are very common with intercoolers, and though they may not amount to a lot, if you are having it cleaned, have the leaks fixed!!
funny i was looking at mine today..i put a 1/4 inch gap cage screen infront of my new intercooler and it kept most of the big bugs out but i can see the smallerones lodged in the fins...i thought i would let them get all crispy and blow compressed air through the i/c..my summer is over so no more travlleing and we are going through a heat wave rite now...next summer im gonna get the screen you can button on the grill
