low noise squeal

low noise squeal
My 1999 explorer 4WD has devolped a squeal in the front end.
It is really strange it only occurs at between about 20kph and 50kph, and only on cold days , when it is hot there is no noise, applying the brakes makes no difference to the noise
Does anyone know what could be wrong and how to fix it.
