sounds like someone rewired the horn. My engine caught fire and I had a new one put in. The horns had to be rewired because of that. So, someone might have changed something in the wiring, and couldn't find the horn leads, so they just jumpered off the fuse box or some other lead that is on only when the engine is running.
But, for that to be the case, your horn would still work if you turned the key to on (like the radio and everything works still).

Yip! See why me stumped. CD & CB work fine running or not. Thanks anyway. They look like original wiring. But other things I have fixed show signs of it had been wrecked on that side. Ck out my gallery - Misti's First FORD - explains more
