I've used a bellows type electric fuel pump (AC brand) to remove the last bit of fuel.
Cheap (50 cents a bottle) rubbing alcohol works fine for locking up water.
Is there a lot of sludge on the bottom of the oil fill cap? Before you change the oil add a quart of M.M.O. or ATF to the engine oil. Let the motor go through a few thermal cycles, drain while it's still HOT. Don't be surprised if you have to replace those 12 year old gaskets and seals.

I have an old electric fuel pump mounted on a piece of plywood with long hoses I have used as a transfer pump for years. It just plugs in the cigarette lighter with a long cord. It is great for transferring fuel from one vehicle to another, maintenance, repairs, or just filling the mower can...
