So replace the parking brake control assembly which includes the pedal? When I press the pedal to the down position there is still slack. Service info says to "stroke" the pedal a few times, but you have to release it after each stroke, so it gives back the cable.

Yes, it sounds to me like the spring in the assembly is shot. Look at a wrecker, it's a pretty pricey part new.
I have to give it to you guys were as you have the patience to figure it all out and try to save parking brakes. I replaced my rear brakes,drums and have manual, so wanted to get all hooked back up. On the driver side just wizz wheeled the end nub off to continue, couldnt deal w/ it. Other side managed to leave and works fine w/ one side hooked up. Would need to buy new side and do it again, but oh well..darn brake cable stuff never goes back on the same w/ any ease.
