I never have figured out why they tell you to disconnect the ported vacuum advance. If it is working right there is no vacuum on the ported vacuum at idle. Plugging it doesn't make much sense either as there is no vacuum to plug.

Because they knew somebody like me would try fumbling his way through it.

"If it is working right": Unfortunately not every one knows what "square one" is, or where to find it.

If it's not working right: At least a bonehead like me could get the initial right.

After a few decades of learning and reading, I'm still reading and learning.

I have a 1975 f250 390 4 barrell and the sticker on the valve cover states: 14 btdc, idle at 650 rpm. This is original as i bought the truck new.

timing

I got this from fe faq
"The factory timing initial advance specs on the FE are 6BTDC. Increasing the advance to 10 - 12BTDC can greatly increase your throttle responsiveness."

what will give the best fuel economy?

Usually more timing = more fuel economy, power, and efficiency, as long as you're not pinging. There are some engines that wont ping even when set for more timing than the setting that produces the most power, but this is a rare occurance for a pump gas burning, street driven engine. Also, it's not just a matter of more or less timing, you've also got an advance curve in there, so you could have too much at one rpm and not enough at another rpm. Then you throw vacuum advance in there... it gets complicated.
