On my emissions label (in gallery) it says my truck is OBD exempt, what does that mean? If it is one more thing to bug the tail pipe police then i'm happy.

Well from what i've been able to find online off a beemer(BMW) site is that they cannot fail you on for not having a computer, CEL on, and some other things. Have to call local DMV to find out about this. I'll try to get a better pic in the daylight so please check back to look at the new pic, also do all vehicles have a DSO?
The phrase "OBD exempt" was added to the tune-up label by Ford in order to comply with an obscure section of the California Air Resources Board regulations (specific to California). These regulations identify all the different fields that must be present on the tune-up label. California allows three possible statements: "OBD I compliant", "OBD II compliant", or "OBD exempt". The language is confusing, but evidently such a statement is required on 1990 model years and above. (The alternative date is 1993).
The phrase "OBD exempt" basically states that the vehicle does not possess an engine control system compliant with California's requirements for an OBD I/OBD II system. It may have a perfectly functioning OBD system, but the specific wording of the regulations allows Ford (and Ford's lawyers) to take the most conservative path and declare it "exempt". So what you have is a plain-vanilla 1990 California emissions truck, not some odd-ball delivered to Mexico or imported to Californa.
The vehicle may be exempt for one or more of the following reasons: it is considered a "Heavy Duty Vehicle" (>7500 GVW?), or it is in the model year range 1990 to 1992.
All of this stuff is specific to California only, and has no regulatory effect outside of California. If you want to read the CARB regulations for yourself, do a Yahoo search on "OBD exempt".
