bad brake light please help

hi everyone,i have a 1998 ford expo eddie bauer.my rear left brake light will not turn on when i push the brake.it will only turn on when i have it in park with the engine off,but when i put it in drive and step on the brake it wont turn on,ived replaced the light bulb and still nothing ,any help would be greatly appreciated.thank you.

The only difference I can think of between key on and key off is the multifuction switch and the turn signal circuits. Turn signals all good?
