I like those odds, my old 351M was far more tired than thopse ratings, and the 400 I jsut put in is supposed to be redone a bit, so hopefully it enhances those numbers a bit!
It's good to remember that those numbers are not close to what a RV build can do to the 400- around 250-300hp and over 400ft lbs of the good stuff. The truck 400 motor- started in '77 and was under 170 hp- detuned and decompressed for the new fuel.
In my 76 Torino (Starsky and Hutch replica) is a 351M, the restoration facilities are rebuilding the motor as 400ci, Mild cam (Comp 270H), bager pistons (9.5:1), new carb, intake, header, dual exhuast and so on. Must admit I don't know much about motors but am learning quickly from this formum. They indicated they expect 400+ torque and about 300hp. They will know exactly once its finished and dynoed.

I dont think mione is pushin number like that, my buddies scout has a stock 345 and its is jsut as good as my 400, so I dunno
most builds that I have seen by engine shops are stock builds that really limit the power back down to the crappy numbers that ford put out when they decompressed/detuned these motors. It blows me away that they would do this.
1980 Ford HP ratings for the 351M installed in trucks is 147 HP @ 3200 RPM and 276 FPT @ 2000 RPM. For the 400 the numbers are 153 HP @ 3200 RPM and 296 FPT @ 1600 RPM.
