The Ford owners manual says the vehicle has to be in nuetral and stopped to go into low range - for electric shift. That's how my '93 Explorer is. You can into 4 high anytime but not low.

actually, mine won't go into 4lo unless you are in neutral...

Big Orn was goofing around. He was making a joke. ALL transfer cases (that I Know of) HAVE TO BE IN NEUTRAL before being switched in AND out of 4 lo.
