Air is supposed to come out the other side of the box when the door is in the position that you see it. However, I need to get the door to close, it should rotate in and blug the hole in the side of that cab. But how does it rotate in?
I have the same cab and a/c box in mine but the draft I feel comes out right by the passenger door post, between the windshield and passenger door. And not from the duct vent either, it's coming from a gap or slot in the dash, right by the bottom corner of the windshield where it meets the dash. I always took it to be caused by poor weatherstripping or a rust hole in the inner fender. I was just going to fill it with that spray foam that hardens into a styrofoam like material. Good luck.
WARNING!!!! Some types of spray foam are FLAMABLE!!!!. And I am sorry but I cant help you, I know nothing about that heater or cab you have. One thing I would recomend you do is check all of the seals from the heater box to the firewall. And check all of the wireing harnes rubber groments that go on/through the firewall.

It rotates in when vacuum is applied to the can that controls that door. When the heater control is in the Off position it shuts off outside air. If you have a cold draft and the heater output is otherwise good, there must be a bypass around the heater core that is letting cold outside air get through. Short of pulling the housing out, I would hit the drafty spot with some expanding foam in a can. Just don't use too much and let it totally gas off before trying it. You don't want to get it on the blower fan resister coils.

That vacuum can is on the top of the heater housing. Follow the linkage back from the top of the pivot point above the door. You might be able to see it with the glove box removed. It sounds like the door is working properly, (door in relaxed position, closed on the inside in all positions but off) but there is a cold air leak somewhere in the housing that shouldn't be there. If the vacuum can was spring loaded the other way you could just unhook and plug the vacuum line to the can and it would shut off the outside air. Or unhook the linkage and wire it in the position you want. I would tee in a vacuum line to a toggle switch under the dash to manually operate it.
Good luck,
