7.3 diesel surging problem

i bought this truck about a year ago. at the time it was getting an injector pump put in it. after the pump was put in it it was drivin to a place i stored it for a year. when i went to pick it up it drove fine for about 35 miles then i let it sit for 2 days and when i started it the idle would surge between 1500 and 2000 rpm`s. it also would blow blue smoke and black when heavy on the gas pedal. i replaced the injectors and 6 glow plugs and still the same problem. i get fuel out of the tire piece on the fuel filter part. i did replace the filter too. i also filled the tank when i picked it up.i lowered the idle so it only surges between 700 and 12000 rpm`s right now but bucks when i dive it and it is a pain. when i go over 65 mph it drives fine. i would be greatfuly for any help please
