Rust on dip stick.
Well I was changing my oil, and went to pull the dip stick out after I filled it back up, and saw it was rusted. Wiped my dip stick off, and put it back in and saw rusty crud sitting on the bottom of the dip stick...
Does it sound like for some reason I have a leaking gasket thats allowing water in?

When you remove it from the valve cover, shake it. If you hear something rattle inside, it's still working. They usually cost under $5, so if it isn't working, it won't set you back all that much.

I recall reading somewhere recently that rattling does not guarantee the pcv valve is working. I don't remember exactly where so I can't confirm that with a reference, but it might be worth looking into.
