It's true about engineering services. The architectural engineering company I work for has made alliances with a company in India to do engineering. It doesn't work very well right now, but eventually they'll get it figured out. The main issue right now is speed. Indian engineers seem to be used to having months to work on a project, whereas I'm used to only getting a few weeks. But it's only a matter of time... I've been considering learning the language so as to be prepared to be a possible liason between them - as the communications barrier has definitely been an issue. Adapt or die.
A friend of mine works in the computer hardware industry. His last company made those counter-top touch-screen games you often see in bars. He spec'd the embedded system motherboards for the games which were typically made in Taiwan. One interesting thing he noticed is that the SE Asian manufacturing is great for producing large quantities of ONE thing. But don't ask for options or changes unless it's a change they'll make permanently to the product for all of their customers.
