Best is subjective. You can go rebuid, stroker, blown and on. Cheap mods are headers and duals, good ignition such as Pertronix, MSD and others, aluminum intake with the right size carb and your choice of cams top end or torquer. Always remember the FEs were not revvers so keep it under 6000 for longevity.
I love FE's. If you can find the parts you can stroke it and make it a 390. And then add all your aftermarket mods to it and attain some really good torque. It just depends how much $$$$ you want to spend. You can attain any power range you want if you are willing to pay for it.
I was able to attain a Dyno test with a 390 of around 360 horsepower (can't remember exactly it was 10 years ago) with mostly all external mods. With the machine shop costs and all the parts I think I was into the motor around $2800. That motor ran great.......wish I still had the truck!
