I own a 2002 crew cab 4x4 powerstroke 70,000 miles stock. While towing 12,000 lb horse trailer at 60 to 65 mph going up a small grade, I put my foot in the throttle. The motor started surging like the transmission was shifting back and forth even though I was picking up speed. It did this 6 or 7 times until i let off the throttle Any Ideas ? It will be hard to replicate it for the service tech.

Hmmm. Could you go into a little more detail? Auto or manual? When was the air and fuel filter last changed? Fuel level in the tank at the time? % of grade? 4%? 5%? 6%?
There'll be lot's of people chiming in with good ideas, but without a lot of good information about your truck it's mostly guess work.
fan clutch engaging in and out, normal, will do it at a lower speed if you lock out the O/D. then goes away once you reach the top of the hill etc? Sounds like the fan clutch, no big deal.
