C6 downshift adjustment

C6 downshift adjustment
ok all, i took the 88 superduty diesel out for a shakedown run today, and it seems like everything is the way it should be except the downshift linkage. if you take off at 3/4 throttle it is fine. if you take off at wot, it will not shift till you let off a tad, and once it shifts, if you go back to the floor, it will downshift. is this adjustment done to the linkage at the injector pump, or is this done at the vacumme switch??
