thanks I am at my wits. I have replaced the wires under and out side the valve covers , new gpr, gaskets and glow plugs .but that check engine light is killing me. I turn it off and the light stays off until it sits over night. I start it up and when I put it in gear the light comes back. I put a stancor on without shunt and took it to the dealer to see if they could get rid of the cel., $250.00 later cel still on.

I don't think the PCM can be re-flashed with the shunt removed. As you know, CA engines monitor the GP system, 49S don't.
The shunt is nothing more than a chunk of metal bent to fit on the GPR. It divides voltage to the right and left banks protected by fusible links to both sides and the GPR too.
BTW: have you checked the fusible links??
The TSB link I posted has the Calibration codes that should be on a placard.... usually stuck on the radiator support.
I would reinstall the old GPR and shunt, make a copy of the TSB and your receipt for $250 then take it back to the dealer. Tell them they MUST fix it or you will contact the EPA and your states Attorney General.
Set back and watch the sparks fly
It seems the web site the glow plug article was hosted on is no longer active. I do have the article with photos saved as an MS Word document, this is the best one I have seen for the glow plug system on the OBS trucks. If anyone needs it send me an email at Believer45@gmail.com with GLOW PLUG INFORMATION in the subject line, tell me what site you saw this on and what email address to use and I will reply with a couple attachments (I usually include one on a glow plug bypass installation in case anyone is interested).
