Thanks BroncoX! I didn't know what it was. I have a no power to anything problem with this truck and I found that box and had no clue what it was. It's probley not where my problem is but it helps to know what it is. I'm going to need some help with my no power problem when I figure out what questions to ask. Thank you !

All fuse links test good. But it looks like one has been cut out and replaced with a wire nut.(Smooth move!) this truck has a green wire that is connected to the battery side of the starter solenoid then goes to a wire nut. Then there's 3 other wires coming out of the wire nut 2 going to the alt and a red one that goes into the harnes. The green wire has writing on it that says 14 ga fuse link. So I'm guessing someone cut out a link and replaced it with this wire nut. Now if the wires in the wire nut should be together or not I have no idea. I need to find out if these 3 wires should be connected to the battery side of the solenoid or not. I shouldn't have said I had no power at all. Everything in the fuse box is hot even with the key off. The Module, seatbelt and heater/AC fuses has a lower voltage reading (8.31) than the rest of the fuses(12.+). It's just that nothing will come on no starter, fuel pump, headlights, raido nothing works.

Here is a schematic of a Ford van, but it is of a later model that yours. But a lot of it is similiar. You can see how there are many fusible links that feed power to different sections of the van.
Check out the left most portion of the diagram. You will see the fuel pump section. Since yours is not working, it may be easiest to figure out what is wrong with this cricuit.
See if you can find the fuel pump relay, and see if you have power to it according to the schematic. Power for the fuel pump will come in on the yellow wire from fusible link M.
Dave I found what the 3 wires go to for sure black goes to alt, white/B goes to volt reg onboard alt, red/y goes to amp gauge in cluster.
I also hot wired fuel pump. It worked it ran and pumped fuel.
I tested fuel pump relay, it tested good,
also tested the eec power relay (brown&black relay) tested good.
That's about as far as I've gotten today. thanks for the schematics they do help. The one I have is for 78 and up and none of the wires are the same color.
Do you know of any tests that can be preformed on the eec using a multimeter? As of now I still have nothing working. I'm still digging.

Dave I found the problem.The truck somehow lost it's body ground. I ran a wire between the ground bus under the dash and the motor and everything worked. now I just need to find why and how it lost it's ground.
