Hole in engine

Hole in engine
I was looking at a used 2000 F250 7.3 diesel and underneath the truck by the starter was a quarter sized hole right on the transmission housing.My question is is this an inspection hole or was something installed their? It looks like its supposed to be their but I did not have one on my 1990 F250.

Its not my truck so I cannot take a picture.The truck is 100 miles from my house.I was thinking of buying it and wasn't sure if I should be concerned about the hole.It looks like it is supposed to be their.
It looked like it was in the tranny section than the engine.At least what I can remember of it.
