my truck has an odd noise comming from under the (im not sure)valve cover or midway in the block, between the crankshaft and the head.
at idle speed if i listen close it has a slight sound a diesel would or more like a cheap japanese(toyota) engine noise, barely though, as i increase rpms, it turns more into a tick. i know its not lifters because thelifters are brand new, i can tell its not lifters, becasue the old ones ticked like hell.
anyone know what the deal is?

I'm not sure, but it may be your timing gears, my truck has 2 steel gears, and if I didn't know that it was the gears making noise, I'd swear the lifters were ticking badly, your truck has one fiber and one steel gear, so they won't make nearly as much noise.

Can you say Pre-Runner??
Could it possiblly be an exhaust leak at the mainfold or pipe connection to the manifold. My truck had a donut leaking on the passenger side and I swore up and down it had a lifter ticking. When I replaced the donut the noise quit.
its not the timming gears because ive replaced them, when i replaced the lifters i also rplaced the gears and cam and pushrods, the exhaust has a new doughnut gasket and intake/exhaust gasket, due to replacing a cracked manifold, thanks anyways guys, speaking of the noise ive noticed that since its been very cold here in n.c. this week, the noise is much louder with the colder weather until the engine warms up.

sorry i did not finish replying in last post!
anyway, the blowby could indicate worn rings and cylinders, which could also produce piston slap which could be the sound you are hearing.
well im working towards an overhaul anyway, today, i noticed water seeping through the head and block which indicated a blown head gasket, the head is off now, and will be sent to the machine shop, as for the rest of the motor i am gonna rebuild since i went this far. im glad im financially stable to do this, the truck is worth all the work in my opinion.

Also check out http://www.jegs.com , they carry headers, Offenhauser 4bbl intakes and cams(Crane Powermax is listed in their catalog) for the 300, and are probably cheaper than Cliffords.

im sorry i meant a 429, same block though, i can get the whole truck with motor and runs good for 600 bucks or the ,motor itself for $300, the truck is a 79 f250 little rust rough paint job but runs good, should i buy the truck and fix the 86 and sell it, or shall i chunk the 300 and drop the 429 in the 86?

It may not be a bad Idea to grab the whole truck. To change from a 6 to a 429 you are going to need a new transmission anyway. Depending on the shape of the transmission in the 79 you may be money ahead. You might also want to use the rear end. most 79's had a 9" which in my humble opinion is a lot better rear end than the 8.8 if you don't need the parts I am sure you could sell them and part out the truck for more than the $300 difference.
