Changing my starter.....bolt issue

I have a new starter to put in....

When I went to remove the old starter ....One bolt is 15mm and the other is 14mm.
Is that normal??

Also the 14mm is siezed big time. I will try some liquids and heat then maybe buy the Craftsman bolt out kit.

What a pain.

I just dropped my tranny to replace a slave cylinder, so of course I pulled the starter. My bolts were the same size, I didn't note what size though, they were the same, interchangable.
